Edit: When you click Steam ---> Settings ---> Controller, click "Desktop Configuration". Set it to disabled or clear all the buttons I guess?.
If I were you I'd start with disassemblying the controller and cleaning everything with alcohol. There are a lot of guides all over the internet, make sure to read those before taking apart the device to not break anything. Also while you're there check the rubber pads below your triggers. I've got one of the first DS4 revisions and my triggers make little holes in the rubber, making triggers less sensitive. I fix it with adding a bit of silicone sealant in those holes and letting it dry overnight.
