Some motherboards are capable of updating the BIOS without a working CPU. Some Asus boards with BIOS flashback for example.
If you want to be sure that the motherboard will work get a X570 board, however these boards are a lot more expensive. You can also ask the retailer if they can update the BIOS for you.
I believe AMD is still borrowing CPUs to people who need to update their BIOS. You can contact AMD if the board does not work and they will borrow you a CPU to update the BIOS.
Some of those boards are sold in stores with already updated BIOS and some are not, should have the Ryzen 3000 series compatible sticker on the box if it`s with already updated BIOS.
If you want motherboard that is guaranteed to work out the box then get the new X570 motherbord.
and there a lot of Boards that can do a BIOS update without CPU or RAM installed like all Gigabyte Motherboards, Asus Motherbaords with EZ FLash
