750w is stated by AMD assuming poor/normal quality PSUs....
A high quality 550w would run a Vega 64, though a high quality 600-650w would leave some extra room depending on your exact system.

Regarding how bad the bottleneck would be, it differs by game, monitor and graphic settings. There is no single answer. A Vega 64 would be good with a 3770.

The Vega + i7 when given the chance will easily pull 400w, I am not going to recommend anything less then a quality 650w unit.
