Would a vega 64 run with a 550 watt power supply
would a vega 64 run with a 550 watt power supply, the cm550 to be exact. and would My locked 3770 be bottlenecked with this card

No, you want a quality 750w PSU for the Vega 64.

That CPU will go fine with the Vega.

how bad would the bottleneck be with a vega 64 and a locked 3770, cause im planning to upgrade the cpu after the gpu and not at the same time

750w is stated by AMD assuming poor/normal quality PSUs....
A high quality 550w would run a Vega 64, though a high quality 600-650w would leave some extra room depending on your exact system.

a 500w could run it, but why risk it if you have other components? if someone who has experience with them 64z say go 750 then get a 750psu

Regarding how bad the bottleneck would be, it differs by game, monitor and graphic settings. There is no single answer. A Vega 64 would be good with a 3770.

e.g. 3770 and vega 64 loses 10% due to cpu on average, whereas ryzen 3600 and vega 64 are equally matched

I know that.

The Vega + i7 when given the chance will easily pull 400w, I am not going to recommend anything less then a quality 650w unit.

I know that.

The Vega + i7 when given the chance will easily pull 400w, I am not going to recommend anything less then a quality 650w unit.
If I’m on a budget should I go for the 650w psu or would it be safer to go with a 750w psu

Exactly! Many fail to understand that AMD's recommendation is based on 'better safe than sorry' philosophy which accounts for some getting low tier and cheap PSU. A good quality Corsair or Seasonic 550W PSU can run a VEGA64 setup, but a good quality 600W-650W would give ample headroom for OC'ing. My PowerColor VEGA64 Red Devil pulls 275W off the +12V rail, my GB VEGA64 Gaming OC pulls less.....about 230W IIRC, so depends on the GPU as well.
