where we come at the point that youc ant read and dont know what you talk about and trying to find excusses why...
the fans are connected to the motherboard if you read the entire thread. So its nto a PSU issue.
see the explanation above - fans are connected to the motherboard - so ti cant be the PSU, if it would be the PSU the OP would have completly other issues then not only fans not spinning (alld rives would be afefcted same as GPU).
You can easily find out if the fans or the motherboard fan connectors are at fault by using a molex fan adapter.
Fans connected to the board would be controlled by the BIOS settings for said fans though, which has been mentioned.

But again I told you the only possible setup where that can eb cause by a faulty PSU and thats when the fans are connected directly through SATA or Molex to the PSU.
Hwoever that is not the case here. OP already said that in BIOS only CHA1 is reported wrongly as N/A. That means the fans are recognized in BIOS and must eb connected to the mtoherboard. In that case it can have many reasons but nto the PSU anymore. if it would be the 12v rail fo the PSU then the CPU, GPU, Drives etc. everything that needs the 12v input would not work anymore. If there is a PSU fault and it doesnt deliver enough power in which case everything wont work. There is also the chance that a port or cable of the PSU is faulty but again then everythign conncetd to ATX 24pin cable would be effected (entire motherboard with exeption of CPU and the parts that dont need 12v input like Wifi)
So you not helping by asking to replace the PSU you just do an uneducated guess that can easily be ruled out as possibel issue.

Yah, but is that a full refund/replacement warranty? Or "we'll fix it for only the cost of labor"?
Warranties can get complicated, and what the big print giveth, the small print taketh away.
2 year warranty always apply to all defects with emotions like parts that a prone to wear and tear which does not apply here.
The seller can try to fix the issue before having to agree to a replacement. Repair has to be free within warranty. Refund has to be requested by customer and can not applied without his consent
f it's unresponsive, try plugging the fan into one of the chassis headers, like you did before, but first in bios, make sure that chassis fans are set to follow cpu temperature and that they are set to a 4 pin pwm fan
