RAM placing
3 years ago, I bought ASUS H97M-E It contains 4 dual channel slots.

1. This is an LGA 1150 Board
2. 2x8GB DDR3
3 Supports Dual Channel
4. Ever since I bought it, I used 1 and 3 Slots.
5. Please take note that I am fully aware that Dual Channel works better

My questions is... Is it normal for my PC to not work by using slots 2 and 4.
It's not turning on.

Why am I asking?
1. I want to upgrade to 4x16GB
2. I'm not sure if slots 2 and 4 are broken or it's behaving accordingly. That it will only work in slots 1 and 3 unless I upgrade to 16GB to be able to utilize all.
3. I don't have the money to spend money on a new CPU, MB and RAM but if i don't have a choice I'll start saving
4. Please answer my questioyn

Try slots 2 and 4 separately with a single stick of RAM.

My PC boots with 2 and 4 but during post it puts a warning screen my pc wont work good with that combanation

Some boards simply refuse to use slots 2 and 4 when they are the only populated ones. It's that simple.

Using all 4 slots would be fine.
You need to go look at the official board specs page as many older boards won't support more than 4x 8gb

4x 16gb wouldn't be realistic anyways.
4x 8gb would be more than enough.

4x 16 gb memory won't work on that motherboard since it only supports 32GB of RAM max.

32GB max. its a bummer. Those systems are more or less 'consumer' and so have been limited in such a way. For whatever reason, Intel believes in a great deal of market segmentation.

Well it's a socket and chipset for consumer desktop from over 5 years ago. You needed workstation class to go beyond 32gb for the most part.
