IT IS how it works for Win10 users; Updates are trickled down. You will not all as users, all see them on the very same day like you will when using Win7/8
Also you need to be on Win10 1709 already and have your Anti-Virus up-to-date in order to get such update. DO NOT install the update manually from the MS-Catalog. Those are there for Businesses to grab so they can apply them from server-side and push to all client-side systems an a more immediate fashion.
Some (for whatever reasons) did not get their 1709 Update fully until sometime between late Dec and early Jan... Some are probably even doing such updates as we speak.
I really don't under the logic of why WU is working this way. Even when talking to different users all within the USA, they all seem to have different results, getting updates not revealed to their PC at different times.
Most should have already been running 1709 before Black Friday.
