Finding out what process is using the most RAM would have been a good start
If your laptop uses a HDD, keep Superfetch enabled.
And how much RAM does the laptop have to begin with?
In start up i see : One drive, Realted hd audio and windows security notification , but only one drive set as high impact.
I have only installed steam, but there was installed Norton security already
4GB RAM
Thats also possibly why the HDD is going crazy
Win10 should have no less than 8GB for optimal performance in general
If this is a new laptop id rather replace it with something with an adequate amount of RAM, or see about getting another 4GB stick if it has an open DIMM slot.
You can see if using Shutup10 to disable some stuff might help

Apply them then reboot the laptop.
If Windows Defender is giving you problems you can also use it to disable it if you scroll down and locate it, this can help with the HDD thrashing and sucking up necessary resources.
It can also be used to disable OneDrive if you have no use for it.
afaik, norton in the past is a memory hog. id switch to another antivirus and jsut add another layer of pretection (malwarebytes free). norton or other antivirus, enable game mode.
And Norton hasnt been a problem in MANYYYY years for resources
4GB is just terrible for a laptop
Your new laptop, specs wise is terrible though, I'd return it and get a better one.
Nothing less than 8gb ram and an ssd.
