Yes I got a crappy prebuilt but I'm looking to upgrade from my Rx 560 to a Rx 570 and get a new monitor. Yes I know AM3+ isn't good in 2019 but I would much rather just wait a couple years and build a new computer entirely.
In the meanwhile you can get a huge upgrade for dirt cheap buying a fx 8350 and a rx570/80 for 1080p 60 fps
At this point if those fx 8350 are expansive even on ebay you better off buying a setup for a ryzen 5 2600 or with a bit more (not much) a ryzen 5 3600 for rx590 or 1660ti,like what im doing right now, for me the r5 3600 is 50 euro more than the 2600,and about the mainboard is the same price as well the ram..
Look at getting a quality 650w psu and Vega64 perhaps. 5700 series is a mess right now due to crappy drivers.
There is a program available to upscale windows with border, i hope in gpu driver you could integrate the method used by this program, this time with fullscreen windows and borderless.
