rx 580 8gb - windows 7 drivers or windows 10 drivers?

It doesn't have windows 8.1 listed which is what I'm on

Neither. You need to downgrade to Windows 7 or update to Windows 10. My anecdotal input is that Windows 10 is just fine and doesn't really present any real issues to my internet browsing and gaming.

Upgrade to 10. 8.1 is an abomination that was discontinued.

You can test older gpu drivers. Some people got Window 7 ones to work with 8.1 with a 570. Yet AMD doesn't support Windows 8.1 anymore. So unless you want to jury rig your drivers, which isn't the best idea, than you'll have to upgrade to 10 or back to 7 if you don't mind Win 7 support ending in Jan 2020.

The drivers for Win7 are also for Win8

But yea just make your own Win10 usb flash drive and clean install the os. You can use your Win8.1 key to activate Win10 after installing it.
