Being a 4C/4T chip also doesn't help, but neither will temperatures, if it's throttling, so check your CPU temps.
First and foremost, try to see if you can get a 7700K for a low price. Even at stock, it's a lot better.
All I can suggest is checking if you run your memory in dual channel (Speccy or CPU-Z will tell you that), and also paying attention to all CPU-related settings - level of detail, draw distance, grass, whatever else that affects number and complexity of on-screen objects. And, well, there always is upgrade, yeah. Magma Dragoon suggests a nice thing here, these days Ryzen CPUs beat the ♥♥♥♥ out of Intel ones on price/performance.
In case you're looking more into it ^, 30fps just doesn't make sense I see in this vid the guy hits 75ish lows but not 30.
Ps, ryzen 3600 + mobo imho is better than forking over more $$$ for an i7 7xxx.

Depends on how cheap you can get a 7700K. If it's 200$ then there really isn't much point in changing platforms.
It's also not just CPU + MB, but the RAM as well as I highly doubt that he has 3000 MHz RAM.
Your CPU might bottleneck the 2070, but nontheless you should easily achieve more than 60 fps. 4C/4T is still more than enough for gaming until the next console iteration.

Did you activate the xmp profile in your bios?
Are there any other programs using your computer's ressources during gameplay?
This most likely a software problem.
Regardless of you concerns I have to believe OP will not be seeing 30fps lows on a Ryzen 3600/mobo solution.

That's not relevant to what I was talking about primarily, you're picking at one point out of several. He'll get about the same performance with a 7700K as he would a 3600 in most titles, all depending on how they handle 4C/8T chips. But even in those games where 6 cores have a clear benefit, it's usually not massive when you compare them to the more recent i7-XXXXK chips, and more often within 10~15 FPS.
When it comes down to cost, if he can get a 7700K for cheaper than it would cost to replace the motherboard and CPU, which can easily add up to 300$ US even if he goes with a board like the B450M-DS3H or B450M Pro4. With X570, closer to 330~350, or more.
