Good GPU to pair with Ryzen 7 3700X
I have an AMD X570 platform with the Ryzen 7 3700X installed. I currently am using a Radeon R9 Fury X video card, but would like to upgrade. I'm looking at the 5700 XT right now due to it being PCIe 4, having good benchmarks, and being very affordable. I want to know what others think of this. BTW, I also have an 850W full-modular 80+ Gold PSU so power isn't an issue.

You don't buy graphics card to pair it with CPU, that's not how it works.
PCI-E version doesn't matter - it takes two Titans V using PCI-E 3.0 as SLI bridge to reach the limit of PCI-E 3.0 bandwidth.
5700 XT will indeed be a good upgrade over Fury-X, so definitely go for it.

The 5700XT, look at Sapphire Nitro+/Pulse or PowerColor Red Devil/Red Dragon, if you have your mind set on AMD, the 5700XT's are indeed excellent gaming GPU's for up to 1440P. You have the Fury X and have no issue with AMD drivers, then go for it! Just to be fair, if you're considering nVidia, go for an RTX2070 Super, though it'd be a more expensive upgrade route.

5700XT is good, but avoid the reference model, the MSI Evoke, and XFX THICC II. The temperatures on them are all pretty awful.

I would recommend choosing between Gigabyte's Gaming OC, PowerColor's Red Devil, Sapphire's PULSE or NITRO+, or ASUS' STRIX model.
