Disable gpu acceleration in Steam client settings. When you launch a steam game, try X'ing out the steam client window and see if that helps. Steam client will auto minimize when you X it out.
Monitor gpu with MSI Afterburner + RTSS and configure on screen display as well as the hotkey for that. So you can toggle OSD on/off as needed while in-game, allowing you to monitor things like cpu, ram, gpu while in-game.
And again, this problem only started occurring several days ago.
Could very well have been an os update that has caused such issues.
1: Pre-loaded Destiny 2
2: Updated my GPU drivers to the latest version (Radeon VII)
3: While I was at AMD I grabbed the chipset drivers for my board and updated that (X470)
Today I used DDu to uninstall the new drivers and re-installed the previous drivers I was using, didn't fix the "hitching".
An hour ago I moved all the pre-loaded files for Destiny 2 to another drive, steam no longer shows Destiny 2 in my library.
Fallout 4 is no longer "hitching" during gameplay. I am about to put the Destiny 2 files back where they were in the depotcache folder and see if the problem returns.
