Vsync may or may not fix screen tearing.
try and limit your fps with MSI afterburner or EVGA thing... whatever its called.
Can you limit frames via nvidia control panel? cant remember.
There is no DVI on the TV either, and what the heck is PCI? I think he meant VGA but you can't get UHD resolution out of that ancient input anyway.
Also, it's Displayport, not just display.
Back OT, even without screen tearing, that TV, even though a solid TV, should have higher input lag than a monitor. At 60 inches, it's also huge. Unless you're going to use it as a TV (with a 4k blu-ray player, TV broadcast etc...) I'd suggest returning it for a computer monitor.
Then you'll ultimately have to deal with it having high input lag and that 1070 is not strong enough to handle everything above 60 FPS at high settings.
You're not using HDMI 2.0, that's why you have it locked to 30 HZ. Find the port that gives HDMI 2.0 instead of 1.4, or activate 2.0 from the TV's OSD menu.
You need a HDMI 2.0 capable cable as well.

Regarding screen tearing, that is something you'll have to figure out by dropping the resolution and seeing if the tearing goes away.
Ideally you want all monitors to be the same refresh rate and response time.
Install the monitor drivers, if available.
Right click on the desktop, and select Screen Resolution. Then check each monitor, under Advanced Settings > List All Modes. Find a native one per monitor.
Right click on the desktop again, and select Nvidia Control Panel. On the left side, select Manage 3D settings. Then under the Global Settings tab, scroll down to Vertical Sync, and set that to Adaptive.
To fix that I activated the "motionflow" thingy that creates a faux 60fps and it looks really good.

Now I separated so that the desltop is spread across all three displays and there you go. I can play full screen without any tearing at all.
But to stop mirroring my monitor to the TV solved the problem
