16 gbs of ram but only 13 usable?...

So when i go to task manager it says i have 16 gb of ram or 15,9 but under there it says i have 13 gb usable of ram/memory. why?

It also changes from 13 to 12,9 its weird can anyone help me?
Both cpu Z, nvidia control panel and my pc specs say that i have 16 gb installed.

Thats the correct reading.

You currnlty have about 2.6GB being used. Windows is saying you have 13GB remaining. Top right says you have 16GB total

But then it would add up 2,4 gb in usage, and 13,2 that would be like 15,6 gb of ram right?

Yes it is normal.

Windows needs some ram for processes, app, etc.
If have 8gb, u will have ~ 6,90 or 7gb. 4gb ram ~ 3,7gb and so on. *slightly different depends on hardware os and so on.

2 Things you can do, close some apps or if you rly need exact ~ 16gb, buy more ram.
