What is G Sync minimum fps?
Currently using a 60hz monitor with V Sync and when fps dips below 60 it stutters. Looking into buying a G Sync monitor for gaming at 30 - 60fps, will it be of any benifit to me? I've read that G Sync needs minimum of 60fps and other say 48fps. Just want a definitive answer. Thanks.

That's not how Gsync works. Read this: https://www.pcper.com/reviews/Graphics-Cards/Dissecting-G-Sync-and-FreeSync-How-Technologies-Differ

But if you're really dipping into these low frames that often, you need to upgrade your GPU or lower your detail settings instead of spending money on Gsync.

Try to achieve at least 55 fps as minimum by lowering details.

so im currently playing at 40fps with v sync at 60hz which looks reallys bad. will g sync not allow me to play at 40fps at 40hz which will look smoother and reduce stutter. is that not how g sync works.

In theory that's how it works but spending money in the hope of reducing your refresh rate is a bit silly. You'd be much better off upgrading your GPU to improve on that 40fps.
i have a gtx 1070, is that not a good card, plus the game is run in dx9

Your card shouldn't be a problem then. I'm not sure why you're only getting 40fps, unless it's locked by a game or you have an old CPU.
gtx 1070, i5 6400, 8gb ram, 1tb hdd

What game, resolution and quality settings are you playing on exactly?

Probably euro truck simulator. I think he posted before about getting low fps in that game as well.
