Curiosity, what are the hardware specs?

Have you tried pulling the most recent network driver from the MB manufacturer's website? It can be found here: https://www.asrock.com/mb/AMD/AB350M%20Pro4/index.asp#Download

I'd suggest grabbing the latest driver from the website and giving it one last go. Once you have the driver copied to a USB drive, copy it to the computer. Next, disconnect the ethernet cable and uninstall the current network driver and reboot. Once the computer comes back up, install the driver you just copied to the computer and reboot one last time. Once the computer is up, connect the network cable and see if there is any change.
Windows 10.

#1. Right-click on the Windows key then select Command Prompt. Or type command prompt in "type here to search".

#2. In the Command Prompt, enter “ipconfig/release” then press [Enter] to release your computer’s current IP Address. You will see that the Ethernet adapter section is now void of numerical values.

#3. Enter “ipconfig/renew” then press [Enter] to renew your computer’s IP Address.

Take a look at the status lights on the motherboard ethernet jack. There are two lights. What do they show?

http://asrock.pc.cdn.bitgravity.com/Manual/AB350M%20Pro4.pdf (see page 10)

They are orange and green.

They are orange and green.
Someone already asked this but I don't see your response.

Go to a command prompt (press windows key + r, type cmd, press Enter)
Type ipconfig/all, press enter

That isn't the result from ipconfig/all. This is just for ipconfig.

169.something is the default address windows assigns if it can't get one properly. You're either not connected to the router, or the DHCP service on the router is turned off.

Best to google "your brand/model router + DHCP" to get a guide on how to turn it on. As for being connected or not, try a different cable if you have it, and try a different port on the router. It should be labelled as a LAN port.

DHCP is on per the ipconfig output.

I wonder if that router is limiting the IP range so it doesn't have any addresses to assign. Or it's setup to use reserved DHCP.
What do you suggest we do?

Do you have credentials to login to the Router?
Yes, speaking fo that we are on the website as we speak.

On the PC side. That doesn't say anything about what's on or off at the other end of the cable.

Website? Do you mean the web interface for the router?

What is the make/model of the router?

Its a router modem: https://www.xfinity.com/support/articles/comcast-supported-routers-gateways-adapters Its the first one on the website. Yes we are on the website for the modem router

Are you connecting directly to that modem? What port?
The first port https://cdn.discordapp.com/attachments/327200733738827778/395712370141429772/image.jpg

So there is only one PC on that network?

Also, that modem may have a battery backup. How did you restart the modem? If you pulled the power plug without pulling the battery, it didn't restart.
It doesnt have a battery pack. He restarts it by taking the out the power and ethernet cable, then waits about 3mins. Then puts the power cable and cable back in.

Ok.

Is there only one PC on the network? I ask in case that modem is plugged into a router somewhere.
No router anywhere and yes its the only PC connected.
