Since CSGO is one of the 95% of the games that only uses 1 core anyway and is non demanding as it runs on toasters... It does not really matter at all.

Whichever is cheapest. CSGO will run on literally anything.

If all you care about is CSGO, and nothing else, such as Witcher 3, battlefield 1, etc, etc, etc... Then you might as well get Pentium G4560, G4600, or G4620, with B250 motherboard, 8gb of DDR4 RAM, and if you don't have a GPU, then check out GTX 1050. You should hold above 200 fps easily on the most demanding maps for competitive, and whatever on CSGO.

As told, if you care only about that game, a cheap but recent Pentium, 8GB RAM, GTX 1050 2GB will offer you over 100 FPS even on highest.
Ppl who have low FPS even in a potato game like CS GO, is cause they play it on sucky laptops with inetgrated graphics.

Pentium is fine for CSGO, it doesn't need much

Go with the 1400. 7400 is capped at 3.5ghz. 1400 can go up to 4ghz, 4.1 if you're lucky. Current intel and amd are more or less tied at the same clocks. So it depends on that mostly.

And the AMD AM4 will continue to have further CPUs later on too.
Intel 7th Gen is already outdated and dead.

I would argue that 7th Gen wasn't a good idea even when it was new. They tended to run hot, and Skylake were cheaper while being able to hit the same clock speeds.
