Please take a look at the cable very carefully, and don't make a guess, unplug it from your system, or monitor, and look at it to make sure you know what one you have.

If this is a 1440p 144hz monitor, JUST USE THE DISPLAY PORT CABLE THAT CAME WITH YOUR MONITOR, or get one since they're cheap for $5 - $10, on Amazon.
If this is a 1080p 144hz monitor, make sure you're using a DVI-D dual link, or use Display port.

Then go into NVIDIA Control Panel > Change Resolution
set to the other 1080p option and then set to 144Hz from the Refresh Rate drop down menu there. Also set to RGB and FULL
I for for a fact that you shouldn't have an issue using the Dvi-D Dual link cable with this monitor at 144hz, unless they didn't give you that, please view this image, and ensure that you're using an DVI-D Dual link cable. https://i.imgur.com/M96eCLq.png
Also what GPU do you have??? I would recommend making sure your drivers are working right, if not use DDU, to remove the drivers in Windows safe mode, to ensure it does a clean job with no issues at all, then download the gpu latest, or older drivers you know that works for you.
I always opt for using DP though and never had such issues.
I have seen a few rare instances that for whatever reason, even though Windows properly detects these types of displays (like as new device when you already had everything installed prior) that for some reason the higher refresh rates were not showing under Screen Resolution or NVIDIA Control Panel; a clean GPU Driver install should clear that up. But always change the res + refresh from NVIDIA Control Panel.

Yea then you're only doing it half way.
First off most refresh rates above 60 will often not show up in Windows Screen Resolution.
Yes it can differ depending on how the Displays lists them overall, but on most 120/144 and higher refresh rate displays, these are all listed under a different set of resolutions. Which must first be selected before those refresh can be selected.
Plus GPUs default to a dynamic RGB range of "Limited" which is dull color palette overall. This needs to be set to Full otherwise you're not seeing correct or full color range.
