Acer v193w monitor showing up with 'No Signal' when plugged in with DSUB input?
Any suggestions for a solution? If more details are needed let me know :)

VGA DSub must be connected with the PC Powered Off.
You can not hot-plug VGA like you can with DVI-D, HDMI, DP, USB

You can not hot-plug VGA since it is Analog.

That's what I've been doing, but upon startup, the acer logo appears on the monitor, then 'No Signal' appears and the monitor powers off.

because the OS is loading, simply wait until it reaches the desktop.

That's not it at all? I know the load times of the PC, plugging it into my TV it loads very fast and the TV is a viable monitor. (I prefer to try to get the current one working because the TV is kind of a crappy quality.)

Was it using a Digital connection prior to trying VGA DSUB?
If so, connect that connection as well, along with the VGA connection, once inside the OS, set the VGA Display as the primary display.
Update: We bought a DVI cable and the monitor still shows us no signal. we're thinking the monitor is messed up, so we're going to buy another one.
