Intel i5 8400
The website seems to say it only supports up to 2666mHz RAM speed max. Is this true? If so, is it worth getting a different cpu? Is there a good cpu like this for the same price?

Check the motherboard specs to see what RAM speeds it supports, don't bother with the CPU specs.

All 8th gen Intel CPUs list RAM speeds up to 2666mhz as supported. Not sure what it means exactly but it's meaningless and not something you should worry about.

So if the mobo supports 4000mHz im fine?

Just means u can go crazy up to 4000, so ya you are fine.

Does the CAS matter? Because the 3200 has a CAS of 16. Also, anything above 3200 on pcpartpicker has a fan.

The latency is how fast the RAM executes..
CL16 is a sweet spot.

Ya scratch the fancy fan, stick to a decent case fan setup.

Is there a decent performance difference between 3200 and 3600? Or is it barely noticeable. Can there be a decrease in performance at all?

I wouldn't go any higher then 3200mhz. That RAM just gets crazy expensive if you go any faster. 2666mhz is fast enough for Intel 8th gen.

2400 or 2666 with cas16 is a sweet spot.

There isnt much of a price difference between the 3200mhz and 2666mhz, which one will my system benefit from more?

With most games you will not see any difference in performance with higher RAM speeds. But some games do profit a lot from higher RAM speeds, about 10-20fps +/- difference in some games between 2133mhz and 3200mhz.
