Hardly.
Intel has always had a raw power advantage over AMD, and probably always will. AMD Ryzen is a very good budget proposition, it's good value for money. But it's no match for current Intel hardware in a direct face-off.
Windows seamlessly and automatically integrates however many drives you have. Once everything is set up, it's easy to forget you actually have multiple discreet drives fitted.
You typically start by installing the SSD, and then installing Windows and all your Drivers and Browsers and bits onto that. Once it's working, you then fit however many HDDs you want and configure them as needed. After that, it's as simple as selecting which drive you want to install things onto. Your only interaction comes when you actually install things; you get a popup asking which drive you want to install to. Beyond that it's automatic.
It should be just fine.
for portable reasons installing the steam client on an external drive? wtf? you know you can have multiple pc online with the same account. No reason to make the client slower by moving it on an external drive...
