Yes, your GPU will run DX12 games. The feature level shouldn't matter, as it's still DX12, but on an earlier version of D3D12.
Some games support different levels of DirectX also, for example some may support DX11 and 12 and some may offer options for DX9, 10, 11
That means only the lesser version is required for GPU support. So if a game runs poorly or is more demanding when using the highest available level of DX, try a lower version via either the game launch options, or the in-game settings. As for example even todays lower end gpus may support DX12, but may not handle it well due to the low tier performance of said gpu, in which case switch the game to say DX11 or 9 may help smooth out the fps performance, given the game at hand supports such options. As higher levels of DX or OpenGL support higher levels of graphical details/options

Make your own and then ask what you wish.
It can be a Windows issue, it can be a hardware issue, it can be a Game issue, it can be all the above, it can be a lot of things...
I usually target the source of where my last update came from if i have a problem...
like a game update, or windows, or gpu update for instance... but unlike windows or game, i can choose if im gonna update my gpu software & drivers or not... if they are bad...
