Elgato HD60 Pro on PCIe
I have my GPU on the PCIEX16 slot and i have an Elgato HD60 Pro on the smaller PCIE1_3 slot.
In wich slot should i install the Elgato so that it performs the better, at full speed, and does NOT interfere with the GPU PCIEX16 speed?

I have two more smaller PCIEX1_1 and PCIEX1_2 available.

Doesn't matter, any PCI-e 3.0 slot will deliver the same performance.

If you have an Intel CPU installing any PCI-e card next to the GPU will drop the GPU down to x8. Assuming your board doesn't use tricks like PCI-e switches.

I have a Hauppauge Colossus 2 in the slot above my GPU. Things run fine for me.

Any free pcie slot will work for audio or video capture cards. They don't use enough lanes to interfere with gpu. I put the card well away from the gpu if you can help it.

Ok, thanks. I have it away from the GPU, like two slots down, where the GPU is on the first (x16) slot.
