Pretty bad advice considering paying a few hundred dollars less for performance within 10% is a much better deal.
There's nothing wrong with buying a used GPU as long as it works, and it still has a warranty.
Only if you're stupid when buying a used PC component and don't test it before you buy it. Always ask the seller if you can test it before you even agree to meet, and if they refuse, run.

I'd be inclined to get a new one with warranty.
Some people do, when it's done locally since it's cheaper than shipping.
Well OP said it's used with a warranty active so not really any loss.
