GTX 1080 TI AND 27'' 4K MONITOR best choice for 4k gaming for now?

At the end of the month i will go with a friend of mine to buy his new monitor and gpu. He is a pc gamer like me but he knows very little about pc hardware. So he told me that he wants to buy the best graphics card and 4k monitor because he wants the best graphics in games. I told him that the best graphics card by the end of the month will be 1080 TI and he said that he will buy it. What do you think about this monitor? 4K HDR is out of the question since they are coming on march but he dont want to wait until then and 4k HDR vs 4k is not much of a difference anyway,
Should he buy these now? He wants 4k max settings in evry game, he dont care if it runs at 60 fps or a little bit below 60.

GTX 1080Ti is still just a rumor so I would say to wait before going out to buy something as Nvidia will probably wait till Vega GPU are released and release the 1080ti in response to AMD

Wait until the GPU is actually available for purchase on the market first.
Allowing you to see reviews, benchmarks, etc.

And I wouldn't be looking to a brand like Dell or Samsung for such a Display; I'd look at ones from ACER or ASUS with 2160p/60Hz (or 120Hz if they come out soon enough) with NVIDIA G-Sync. Look to using DisplayPort for your GPU/Display(s)

For someone who knows very little about PC's and PC hardware he sure is putting the bar pretty high, honestly I'd go for a LG or Samsung 4k monitor, better brands and they have moer experience with TV's and monitors, whereas Dell is mostly into towers they have decent displays but it's not their forte, here are a few Gsync and Freesync monitors.

4k 120 hz will be too demanding even for 1080 ti. If not dell then which ones of the ASUS or ACER 60 HZ IPS models would you suggest? He wants to buy it from his local shop so if it dosent have ACER or ASUS then he will buy dell. We will go to the shop in 3 weeks and he said he willl buy whatever brand the shop has at that time. But for card i suggested him the G1 GAMING(that the one i also have) because gigabyte makes the higherst factory overclocked cards

He dont even remeber what cpu and ram he has. I just asked him. His brother bought new cpu ram and motherboard in 2015 but he(my friend) dont have a clue what the models exactly are but i dont think it willl bottleneck 1080 ti

Have him run CPU-Z and share a Validation

If you don't have 4th or 6th Gen i7 and at least 16GB RAM and Win10 64bit,
then I wouldn't bother looking at 1080 Ti

By 6 gen in 7 you mean i7 6700k or better, right? Ok he just checked it. He has 8 GB RAM. But core i5 6600k not i7 6700k or 6800k.

8GB RAM is not enough; you going GTX 1060 6GB or better; then you need 12-16GB minimum RAM

Honestly, he'll just be wasting his money then.

Go GTX 1070 or 1080 and 1440p/144Hz/GSync

Why you say that he will be wasting his money if he dont get 16 gb ram? He is going to also get another 8 gb but in the future not this month. Ram is very cheap anyway.

Most 4k monitors have AMD Freesync, and there is not a very big difference in price nor performance between Freesync and non Freesync monitors.

IMO, 4k is overkill for a PC nowadays. 1440p 144hz is better. You probably wont notice that big a difference on a smaller screen between 1440p and 4k.

4k overkill for pc nowdays? Not for a pc with a 2017 high end gpu like GTX 1080 TI that my friend will buy and.or a pc that has both 2017 high end gpu like 1080 ti and cpu like the 8 core ryzen that is coming soon. Even a pc with 2016 high end cpu and gpu like core i7 6800k and gtx 1080 is not overkill. It is overkill for a older pc like mine that it has 2011 cpu(i5 2500k) and 2014 gpu gtx 970. If i put 4k monitor on my pc it will run slow in most games at max settings and most 4k movies because it dont have the power needed for 4k maxed(however it can run a few games at 4k 30 fps maxed and few 4k movies still). But here we are talking about a gpu coming later this month and a 2015 cpu. It is more than enough for max settings 4k ,max settings even if it is not running 60 fps all the time.

For 27inch or smaller screens i would go for 1440p. I have a 27inch 1440p screen and unless i look at it from ~10cm or closer distance i cannot see the pixels at all.

Now high refresh rate is something that would greatly improve the image quality.
