There should be a "Aspect Control" option in the Monitor menu.
Yea PS3 is not 1080p, so it needs to be stretched.

Is the picture overscanned or does it have black bars up and down ?

If it is overscanned then it should be fixed like Bad-Motha wrote.

If it has black bars up and down then it is normal situation.
Monitor has 1920 X 1200 resolution ! PS4 output is 1920 X 1080

It shouldn't over-scan on a Monitor
Usually by default it's smaller cause 360/PS3 is not 1080p
Then u have to change aspect ratio on Monitor; it's usually a toggle of a few variants, until it fits.

PS3 GUI can be native 1080p. Some games are even native 1080p

There is a display option on the monitor but I can't access it.
