How to tell if Intel VT-d is enabled in Windows?

Is there some tool or command that can tell me?
In Linux I can do this by using:

sudo modprobe msr
sudo rdmsr 0x3a

But Obviously Windows lacks such a feature...

First you need that feature enabled in your BIOS.
Then you need to actually install it in your OS.
