Instead of going 4x4GB I would do 2x8GB sticks then you always have the option to add more if the need ever arises instead of buying 4 new sticks. Definitely go 16GB of RAM.
Do you plan to OC? If not you could downgrade the processor to a 6600 and get rid of aftermarket cooling and downgrade the motherboard as well. The z170 boards are mainly for OC with a few extra features that most people won't use.
Either way I would ditch the AIO water cooler and just stick with air. Same or better performance without the hassle.
Although I believe in getting a PSU that is overqualified, you are just wasting money at this point. Go with a 550w PSU and you will be fine with anything, or 650w to be on the over prepared side. You can't sli 1060 so that will never be an option.
Not a bad build but you can either build the same for much cheaper or build a much better one if you do it yourself. My secondary gaming rig has a Gtx 1070 in it with an i5 and I built it for 900 dollars.
