First of all, the Phenom isn't nearly powerful or modern enough to handle Fallout 4. It needs to be replaced with a new CPU, and because of it's age that requires a new motherboard. The new Motherboard requires new DDR4 RAM - at least 8GB of it. The PC will also need a dedicated GPU fitted, and that will require an uprated Power Supply.
Aftter all that, you're looking at maybe $600 total spend - it's effectively a complete new system.

The 1050Ti is a good option, although it's gonna cruise past your requested price point. Maybe a 460 will suit you better. You need more RAM, no arguement can be made here. And any modern i5 will do great for gaming. The sweet spot being the i5-6500.
Do you want to update your aging more than likely x4 P1 that only has onboard vid?
Or is it that your friend wants to update his FX8300/HD7950 pc?
$100-$125 gpu gets you a GTX1050ti which is about the same as GTX960 in DX11 and not much better to equal a 7950GHZ edition/boost or r9 280/285.

If this is about the FX8300/7950 it'll be quite capable of playing Fallout 4 med/high 1080p.
Ps, fallout 4 is a nvidia/intel favoring game.

Until he knows what his cpu is there's not much point with a 2ghz possible P1. If he had a x4 965 PII sure slap a gtx1050ti on it but a 2ghz x4 PI there'd be no point so with any luck he'll post a validation link and we'll all stop guessing.
my understanding whe i built mine with the FX8300 that the I5 was a pretty good value as well had i decided to go intel.. 8 cores like my PC is fine and dandy but no one ever writes software to utilize that many cores so its kind of moot... it was also my understanding that although intel CPUs were a bit more expensive, their motherboards were a tad cheaper since intel tends to support a specific socket type for a longer duration driving prices down through greater availability of motherboards.. so it may be an option if the phenom isnt really worth salvaging
I wouldn't bother changing your HD7950 unless you went to the gtx1060, a gtx1050ti would be a sidegrade not much difference.

The 2 major games that don't like amd too much are gta 5 and fallout 4 but that doesn't mean they're unplayable.
I can play gta 5 perfectly fine on my amd FX8350 and so should you be able to play Fallout 4 fine with your FX8300.
I know about that board I gave one to my daughter but she has a x4 940BE in it.
My wife has the x4 640 with the propus core they don't have L3 cache which makes them bad for gaming, Your friend would need a PII x4 955BE or above / x6 1090T or 1100T, 8GB ram total and a gpu. Your friend would be better off starting over fresh with an i3 6100/rx 480/ gtx1060 new build or swap out the cpu mobo ram for an i3 6100 / lga1151 mobo/ ddr4 2x4GB ram/ new gpu and reuse the old case, hdd and psu if it's any good and whatever else in in there worth salvaging .
So pointless to upgrade GPU; as you'd need more RAM basically to make gaming on a newer GPU shine at all. Upgrading the RAM would be rather pointless if going to switch Boards.

so let me ask this question.. at roughly the same cost as an FX6300 CPU, what is the purpose of the AMD APUs with build in graphics? and i believe the core I3 features the same thing.. is there any reason go with either of these for a budget gaming PC?
another question, do games even use 6-8 cores or are they all still pretty much optimized for 4 making an FX8350 really no more useful for gaming than an FX4350?
so i was looking up what various products within the budget manage to achieve through gameplay videos on youtube and ive come up with two options that'll play fallout 4 at least matching xbox one equivalent settings
the options ive come up with is an APU based build using the AMD A10 7850k APU, new motherboard, and 8 gigs of RAM.. the other is an FX4350 CPU with an R7 240 GPU
another option, apparently the games he wants to play WILL run on an athlon II X4, i could take the other 2gb DDR2 stick i have in another old computer, add it to his, add the R7 240 GPU and he'd be able to play fallout 4, at the very least on low-mid settings, about the same as youd get from an xbox one

so what i think i will do, is add that other stick of RAM, the R7 240 to the AM3 board with the athlon II X4 CPU and see how it goes at low-mid settings and 720p resolution, if this isnt adequate then an FX4300, 8 gigs of DDR3, and a new motherboard will be added and the CPU and GPU can always be upgraded later.. thoughts?

looking at the gameplay footage on an R7 240 for $50 the game was playable at greater than xbox one equivalent settings, this GPU would be able to play the games he wants at better settings than he's going to get on a console
