Quardo is no good for Gaming. But then Geforce is not really good for CAD.
Gaming then you want Win10 64bit; something that you really don't want for CAD; depending on the Apps you're referring to.
Name a budget + currency + country, we'll put together a list that makes sense.
I would aim for this for minimum start:
6th Gen i3 or i5 CPU
B150M Motherboard
16GB DDR4 RAM
SSD
NVIDIA 1050 Ti -or- AMD 470
500W Gold Certified PSU
Win10 64bit
Thats the thing my budget would probably only buy me a graphics card and a hard drive new, that's why I am looking for a second hand one, ideally I don't want to spend more than £250, which is laughable I know..
I know you say the above are junk but I'm not after anything flash just something that will allow me to play Rust and maybe CS at a half decent quality. If my choice is only the above which one should I go with?

I would just look around more; at this point the i3 w/ GTX 1050 is the best bet.
But full details do help, like Motherboard, PowerSupply, etc.
But also maybe just save up more; CSGO isn't demanding, but Rust is.
I've also come across this one too which I can buy for £200, there's also another slot to add more ram.

I helped a forum member pick out some parts and really the lowest cost for something worthwhile i3 6100 / Rx480 4GB /8GB ram 507GBP if you drop the gpu down to the gtx1050ti it might be more in your ballpark.

The HDD you picked is for storage you need a 7200rpm wd black for an OS drive you can get by with a Seagate/wd blue or even Toshiba but they'd also need to be 7200rpm.
There comes a point of how far you can cut a budget and end up with something worthwhile at the end of it all.

However there is another maybe better option which is to build your own brand new from parts:

Sure it costs a bit more but it's likely to provide better overall value compared to the used builds. This likely should outperform all the options you listed even with maximum graphics upgrades.
If you really can't afford that here's another option:

Total: £235.31
That one runs integrated graphics in the APU (CPU+integrated GPU) and the HDD is a tiny 160GB compared to the 2TB in teh first build. So this isn't as good value for your money BUT it is within your price range and you can upgrade it with a RX 460 graphics card and a larger HDD later on when you can afford to put more money into it. To start it should perform better than any of the other builds except #3 or 1 or 4 if you get the upgraded graphics options. Once upgraded with a RX 460 and a faster HDD it could be just as good as the first build.
That's more like it! I do like the one at £327, I've compared the details on the Can I Run It test and it comes one of the best I've tested so far and it looks like it shares some of the same parts in the build upcoast put together (thanks for that btw upcoast)
If I was to pick #1 or #4 and upgrade the gpu it would cost me around £250, for the extra £100 I'd be better getting a new one at £327 right?
