Install video drivers then see if that fixes anything

If it happens with both monitors, it's more likely a setting in your GPU software. A clean install using DDU may fix this issue.

There's your problem... Never use Windows to download drivers, go to your GPU manufacturer's website to obtain the latest ones.
http://support.amd.com/
http://www.geforce.com/drivers
https://downloadcenter.intel.com/

Once you have them, use DDU to clean all old video drivers from your machine

Hope that helps.

You talk about a "last PC"...so...
Is this pc new?
Is it a laptop or not?
If it is new Windows was pre installed or you had to install it yourself?

Display Drivers

If you have a AMD card, you get drivers from here.
http://support.amd.com/

If you have a Nivida card, you get drivers from here.
http://www.geforce.com/drivers

if you're using your Intel for display, you get drivers from here.
https://downloadcenter.intel.com/

Steps to DDU

> Download your display driver.

> Download DDU.
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html

> Run in safe mode before using DDU, this way it will wipe the drivers complately, which all you have to do is click the recommended button, and nothing else, after that restart PC and boot back up normally. *Not back into safemode*

> Install the display driver you downloaded.

Yes, in NVIDIA Control Panel.
Did you set your screen resolution in your OS (and also within any Games) to the native screen res your Display was designed for?

How is the monitor connected to your videocard? What kind of cable is it? VGA/D-Sub, DVI, HDMI, DisplayPort?
