The taskkill.exe program is actually a legitimate Windows file, but in this is case, is being used by the malware to terminate processes on your computer. This entry should be fixed, but the taskkill file should not be removed. %System% %System% is a variable that refers to the Windows System folder. (in other words not a virus you should be fine)

So how should I fix it?

You should actually exit all your apps before Restart or Shutdown; that's how.
Or click "Wait" and just wait til the OS does it.

Yeah about that recently i changed some stuff on pc so it can fastly boot up and when i shutdown my pc it immediately shutsdown and there is no window that I can press wait, I tried to return it to normal but nothing, turned off No GUI boot, it was on during fast booting up.

GUI boot is for booting; that hides the OS boot animation; that is all that does.
Does not affect the Shutdown process. There is no "shuts down too fast"
It either shuts down correctly or it doesn't; speed of shutdown is based around overall specs.

Under Windows, type Command Prompt or cmd in the Search box, right-click Command Prompt, and then click Run as Administrator.

Under the admin command prompt type:
sfc /scannow

(This will scan and attempt to repair any damaged/modified Windows critical files)

Error code: 0xc0000142 - Means the file is missing or path is incorrect.

Taskkill.exe - Is a valid Windows file uses to help stop other processes when shutting down.

it says Windows Resource Protection did not find any integrity violations.

Then your actual OS files should be fine then.
If you suspect this is something else; I would suggest having good scanner apps on hand, update and do full scans with them. Such as:

Malwarebytes Anti-Malware
ESET Free Online Scanner
ADWCleaner

And that is just one scanner; you can't trust the results of just one.

you can use avz and https://www.malwarebytes.com/adwcleaner/
recently malwarebytes buy adwarecleaner and hire developer, as kaspersky lab do it with avz

The application was unable to start correctly (0xc0000142)
the problem may will appear due to:
the presence of viruses on your computer.
conflict, missing or damaged files and libraries the application to launch.
conflict, lack of or damage to the DirectX and NetFramework files.

error is also possible if:
voltage is not sufficient for the application (game).
installed inappropriate driver.
connected incompatible hardware.
defective RAM module.
incorrect BIOS settings are exposed.
the hard disk broken sector.
windows has finished work in emergency mode.
