Does not affect the Shutdown process. There is no "shuts down too fast"
It either shuts down correctly or it doesn't; speed of shutdown is based around overall specs.
Under the admin command prompt type:
sfc /scannow
(This will scan and attempt to repair any damaged/modified Windows critical files)
Error code: 0xc0000142 - Means the file is missing or path is incorrect.
Taskkill.exe - Is a valid Windows file uses to help stop other processes when shutting down.
If you suspect this is something else; I would suggest having good scanner apps on hand, update and do full scans with them. Such as:

ADWCleaner

defective RAM module.
