Does bad PSU affect FPS?

If i as an example have a gtx 1060 and to different PSUs, both of them can run a gtx 1060 but one of them has 700w and the other 400w will the 700w peform better?

Zero difference in performance, but 400w is to small for my liking and 700w is overkill. Unless you already have these PSU's get a good quality 500w-600w, if you already own the PSU's in question without knowing anything about them I would say use the 700w.

With the recent downshift in power requirements of modern technology a 500-600w psu is plenty.. Unless of course you run more than one high end gpu then you need to consider higher wattage psu

As long as the CPU can provide enough power, there won't be a difference in performance, the issue with cheap psu's is the lower quality parts which can lead to fluctuations or simply going bang, and when that happens, they can take other components with them.
They can also struggle to actually produce the power they are rate for and are inefficient.
The majority of PSU are at their most efficient at around 50% load.
On the note of efficiency, 80+ gold is the best rating to really aim for, platinum and titanium rated power supplies cost a hell of alot more for only a couple of percentage efficiency gain, to the point it won't really ever be noticeable.
