i7 7700k always at 4400mhz when Idle
All my cores are at around 4400mhz when Idle on desktop and my temps are around 40c. Are the high clock speeds the reason for such a hot temp? I have c state enabled in bios and power mode on balanced on windows.

40c isn't hot, I'm guessing you overclocked it,hence the constant clock.

Even with turbo boost at 4.2ghz my clock is lower at around 4200mhz however temps are around the same

Where does it say the GHZ? Avoid whatever Windows Task Manager says.
Use something like HWMonitor, OpenHardwareMonitor, CPU-Z
40c is nothing my older rig used to 60c idle. My watercooled current rig get about 35c idle. Plus my cpu is alway clocked at 4.1ghz since its overclock (i5 6600k)

The only reason why a cpu would have fluctuating clock would be because of the stock turbo boost of the cpu

Overclocked it shoulnt change clock at all

40C is normal... all that matters is what it hits under full loads...
