... it's so simple, just go ahead open up the device manager, expand the USB-Devices Section and go through every single one of 'em (by double-clicking) compare the various HUBs to the one where your Keyboard is connected on & you'll see the difference / find out why your Keyboard is switching off if your PC is off and why your mouse isn't....

you can't configure your computer to turn off an USB 1.0 powered mouse without any built-in batteries or that similar??
