before you buy anything, make sure your power supply is working. it could be the reason your computer won't turn on.
1. Where are you from?
2. What is your currency?
3. What is your overall budget?
4. Where are you getting all your stuff from? Do they have a website?
5. How much are the i5 2400, and G4400 going for since you're very interested in them, which isn't worth it, unless they're dirt cheap than anything on the market.
G4560, G4600, G4620, R3 1200, or R3 1300x.
The pentium's I listed are all dual-cores with hypertheading. The Ryzen R3 are all quad cores. B250 motherboard for Intel Pentium CPU's, and B350 motherboard for the Ryzen CPU's.

Different Places, both online and from local shops
Dell OptiPlex 990 MT Desktop Mini Tower ( Used )
• Intel® Core™ i5-2400 Processor (6M Cache, up to 3.40 GHz)
• 4GB DDR3 (2 x 2 GB) DDR3 SDRAM at 1333Mhz
• 320GB SATA
• DVDRW
• 250W PSU
That for 135$, and i will be upgrading the RAM to 8GB and PSU to 400-500W and re-using my old GPU, so that in all, will cost me around 200$.
G4560 is not available over here anywhere online, didnt check the markets yet tho, in case of G4560, ill have to import it. The i5 6100 costs 220$ here (Cheapest Price available) and i3 is around 130$ only processor. Im mainly into the i5 2400, but someone told me that instead of getting the Older i5 get a pentium, if i import the G4560 it will exceed my budget easily.
The Point is all i want is FPS, cuz im only gonna be using the PC for CS GO, a few other light games and browsing around google/youtube/twitch etc. The Older PC that doesnt start now, i got that one for 100$ and paired it witha 70$ GPU ( HD 6570) and it fulfilled all my needs.
1. Save up get good stuff that will last you a really long time.
2. Buy the i5 set that you said that comes with everything, replace the PSU with a decent 80+ brozen rated PSU.
