When building a rig it's a good idea to go a little stronger on the CPU because they tend to last longer than the GPU and you want it to be able to handle more powerful future GPUs without a total rebuild.

Some games are really CPU heavy and will limit a gpu but you likely won't see CPU limitations unless you are at 1080/1440p 144hz if you have a decent CPU with a strong GPU.

In the USA the r5 1600 is around $190 or the i5 8400 for around $200.

You will need a motherboard and DDR4 RAM as well, but ya it's usually the GPU you will spend more on.

Both 6 cores - Intel i5 8400 has better single core performance but the Ryzen 5 1600 has SMT which adds 6 extra cores.
The Intel is better for pure gaming, the Ryzen handles better if you want do more stuff at once at same time.
We can say that their value for your money is equal. You chose.

I think I will go for the Intel cores
Single core performance is dead go for cores.
Well. Good. Though when I said that Intel is better at gaming, it doesnt means that the R5 1600 wouldn't handle any modern game at any resolution
On the end it will come down how good your graphics card is and even the Ryzen is enough for any current game even at 4K.
Actually the Ryzen might become better if games using more cores will appear, but Intel also raised the core count with their new gen exactly due this.
