First off I shall share my specs:
OS: Windows 10 Home x64
Processor: Intel Core i3-6100 3.70 Ghz 3700 Mhz 2 Cores
RAM: 8GB
Display: Nvidia Geforce GTX 950 2GB
Resolution: 1920 x 1080 x 60 hertz
Bits/Pixel: 32
Monitor: Acer S220HQL LED LCD
So for almost over a year now I have been putting up with issues on my display that are bothering me to no end as it is basically color banding 24/7 which affects how my videos look, how my games look and how anything with a bright color shade to a darker shade looks.
I would not bother to complain about this on here but from what it seems I have tried absolutely everything possible that has been mentioned and advised but nothing seems to have even slightly changed the quality of my display no matter what so I will quickly list what I have done:
1.) Checked the resolution is the correct size.
2.) Checked it is in full 32 bit RGB.
3.) Calibrated my monitor itself and via the Nvidia Control Panel.
4.) Done a clean install of my graphics card uninstalling from my Device Manager and using DUU, downloading
the latest driver from the manufacturers website.
5.) Completely done a fresh install of my PC.
6.) Tried multiple video cables from HDMI, VGA to DVI with no change.
7.) Tried changing the monitor but no luck. (Though it was quite an old one compared to the one mentioned)
8.) Tried the monitor's ICC color profile from the Acer website.
9.) Checked everything inside the PC is correctly fitted firmly.
10.) Fully dusted and cleaned out the inside of the PC and fans, re-applying paste.
11.) Made sure the bios was fully up to date.
At this point it is making me angry due to the fact I paid enough for a decent PC and its less than a year old and displays like this but in my opinion from being unsuccessful from all these methods, I am beginning to assume it may be the monitor I own as it was under £100 and I heard LCD are not the best but I took two pictures in hopes you can identify the issue:

The issue is the light to dark shading that appears on the background of that video, which is in full screen 1080p but this occurs on near enough everything (An example if you have a solid white blend to a solid black it does not do so smoothly and instead you see bars of different shades) and it has become quite tiring as it ruins the experience of everything from normal browsing, to watching videos or movies to gaming, images and videos just look jagged and blurred and low quality no matter the settings and the only way I can describe the lighting issue is that it is not smooth and the edges of each gradient from light to dark are easy to distinguish and the edges look sharp and pixel shaped.
End of the day if people see no issue with the PC screenshot and it appears alright, then I am guessing it would be my monitor but please I am hoping on your guys help to finally sort this out as I'd rather not return a graphics card that is perfectly fine and mess anymore than what I already have.
One last thing to mention is that it seems anything at home such as the two TV's and mobile phones seem to suddenly have this issue as well, I highly doubt an electric fault could cause this as we have regular checks and everything is fine and my eyes are not going bad, aha.
