Yes you may get some test that say somewhere close to 10mbps upload; but it will hardly be that when you actually go to upload files, trust me.

- Call your IPS, to have them to ping your modem & your Area, and if you have issue with either one, they will have to send someone out to fix the issue, also make sure they say the visit is free, or else they charge you a fee if you don't, which it should be free if the modem was the issue, also if this is a modem you're renting, they can replace it for free, if this is under warranty, you will have to make sure the modem is the issue, before using your warranty to get it fix, or replace.
- If the issue haven't been fix at all complain to your IPS until your issue is fix.
Not from the same ISP, Comcast doesn't offer upload speeds like that.
That's more like something you'd get from Verizon FiOS or Google Fiber
Look, I know the plans they have all on the East Coast; they do not offer 100 down & up...
Maybe 1000 down and up, yes; but others with high upload above 10-20, no.
If you had 100 down and up; then thats approx what you would get, when on Wired connection. It's possible via Wireless, but not without an extremely good card/adapter that has maybe tri-band that supports well over 150mbps
