Low FPS and stuttering in CSGO with GTX 1070 [Solved]
I've recently gotten a new GTX 1070, an upgrade from my previous GTX 960. On my 960, I was able to achieve a consistent 200+ fps in csgo. After installing my 1070, the max fps I get now is around 150fps and very often dips down to 70fps which is extremely noticeable especially on a game like CSGO. My average graphics usage is only 40% too. This did not happen on any other game I have tested other than csgo.

Things I have done:
- Set my 'fps_max 0' - Did nothing
- Set vsync to off - Nothing
- Restarted my PC - Nothing
- Reinstalled CSGO - Nothing
- Reinstalled my NVIDIA drivers (Clean install) - Nothing
- Did all the other commands in the csgo console i.e. r_dynamic and cl_preload - Still nothing
- Reset/Changed my NVIDIA Control Panel 3D settings - I think you get the picture
- Already checked, neither my graphics card or my CPU are being throttled or overheating

If you have any idea what the problem is, please help!

If a clean NVIDIA uninstall with DDU doesnt help

Id say its a possible CPU bottleneck due to the resolution.

And its 1920x1200 if anything
But either way, 1070s arent really meant for a low resolution like that, so a bottleneck could be possible.

CSGO only uses 2 cores.

Still makes no sense. One day I'm 200-300fps with one graphics card, the next, 70-150... so my suddenly my CPU is the issue (which never has been the case in any other scenario). The dots don't add up

Have you accidentally plugged it into the motherboard ? Though I don't think that's actually possible with a Xeon, it's worth checking. are you running it at a WAY higher settings or like 4x DSR?
Do you have any problems in other games ? (As you won't be noticing the FPS change without an on screen readout).
After some in-depth researching, was finally able to find a solution. Turned off HPET in my bios and my frames in CSGO (and other games) all doubled/tripled.
Hello guys. I have the same problem. Xeon e5 2690 - Gtx 1070. Everything was done. required codes, resets, upgrades. i havent hpet in my bios

You might still have it in Windows tho, so try disabling it there as well.

bcdedit /deletevalue useplatformclock with disable :( but i see wintimertester freq=10.000mhz
