Darker screen in steam window, and then returns back to more bright when off
When I open steam window, my screen goes darken than usual. And when I close window, screen goes back maximum brightness (as it was earlier before opening steam screen). When steam screen is on, I see that brightness is still 100%, not like 0-50%. I can see that screen levels the darkness with 9 stages. This thing started appearing some time ago (max couple weeks). I wonder what causes this, and how to modify this, if it is possible.

Specs? What monitor?
Acer Aspire laptop: E5-574G, Intel R Core TM i5-6200U cpu @ 2.30HGz 2.40 GHz. Ram 6gigs, 64 bit x64. Nvidia geforce 920M with 2GB dedicated VRAM.

Most likely your Monitor has a feature for "Auto Ambient Lighting"
Disable that in the Monitor's settings.

Power management options - > "enable adaptive brightness". "On battery" and "plugged in" were both already off, and I tried to switch differently and back off off, but no success. Unless its effect isn't instant, and I have to wait or restart...?

Oh right, you're on Laptop. Yea just get off Power Saving and use at least the Balanced profile. For Games, switch it to High Performance.
It was balanced before, and after I put it to High Performance, it happens still. Checked power management options for that "power usage plan", adaptive brightness were both off.

Ok click Advanced / Edit on the Power Profile, there should be a Dimmer

If you switch to battery mode, you can't avoid the dimming.

You can disable Ambient Light Sensor (in different OS and Software it can called different) + manage adwanced Power settings (that blocked by Administrator mode) and disable Dimming,
but gaming with battery is useles - capacity of the battery is not enough, and the laptop will shut down more faster. and battery dead faster
better, buy inventor and connect few car batteries - for autonomy in the event of a power outage
