Can I stream with them?
Hi, at the moment I game on an i5 6400, gtx 1060 6gb AMP. 8gbs ddr4
And I can run most games maxed out at 60fps. But I can barely stream them at all at 720P 30fps.
So I am getting a second cheap pc ( i5 3470, 4gbs ram and a 630, if I get a capture card, can I stream all of the game I can play on my pc?,
(My upload is 10mbs + usually around 15mbs but lately been around 18mbs ( 10mbs is the lowest it goes) Will I be able to stream 720/ 1080P at 60fps? Or even 30?

Get better CPU and 16GB RAM for Gaming and/or Streaming.
That 2nd PC won't do any good with low specs like that either.
Put 16GB in both machines.

Yes, it's just for streaming.

Then it will be fine just handling h264 encoding while not simultaneously gaming isn't that demanding, I mean hyperthreading (on the old 4 core 8 threads i7's) only adds about 30% performance over the non hyperthreading i5's and that small gain is enough to stream and game fine, using a dedicated i5 3470 is more than up to the task.

Edit.
The 30% ish gain of the 7700k hyperthreading is why the 8600k is faster without it, as the 50% more actual cores are worth more than the 30% gain from 4 virtual cores.
