An interesting solution - recently read on habrahabr (Russian-language portal of IT-specialists, programmers and iron designers) there dude himself wrote a utility for fast reboot and boot in safe mode on computers with UEFI - he's a Linux user, and used multi-boot
there were listed several ways to quickly reboot into the safe mode of the W10, but it was not

Yeah, such a thing is done in order to fix password problems, essentially letting you hack your own PC if you forget a password or something of that sort.
I own a digital storm lumos tower and it has an hdmi port for the motherboard (top half of the back) and for the graphics card (bottom half of the back). The binder that they give you should have a page showing where you can plug in monitors into the back of the tower). Or if you don’t own one then look for another hdmi port (if your tower has another one)
Turn off your computer, unplug the hdmi (or whatever cord you have for your monitor) from the motherboard slot and plug it into the graphics card slot ( or other hdmi port that you find on the tower) then you can turn your computer back on. When you right click and select the NVIDIA Control Panel option, it should work now.
I had it plugged into the motherboard port which is why it wouldn’t bring up the control panel. And if you try to switch hdmi ports while your monitor and tower is on then the monitor will not react to your mouse and keyboard.
