The 2D games will probably run fine on such a machine but you can forget about running anything 3D like the mentioned Wasteland 2.

Here's a list of machines, which I'm sure will run some of the games mentioned.
My old PC had a dual core 2.6 ghrz proccessor, a crappy 512 mb GPU etc, and it ran arma 2, so I'm pretty sure some of these laptops can run these games.

It will run those 2D games just fine and Esports titles like CSGO and DOTA will also run fine on lower settings.
But it does only have 128gb of storage so that will run out quite quickly.
If OP is fine with refurbished $400 is enough. My $450 Alienware can play Witcher 3 medium on 736p at 50 fps in Blood n Wine.
Got the laptop, it runs Tyranny nicely, and also CK II. So this is perfect for games like that. Thanks for the info :)
