Open one side of the case. Use short, quick bursts in multiple directions. You will find the dust bunnies together against the edges and leaps out. Target heatsinks and fans mostly. You can then wipe the sides and vacuum the area around the pc case (if not outside).
To discharge static, after opening the pc case, hold onto a metal edge of it. Your body will discharge. Avoid using the vacuum (or hairdryer, etc) inside the case.
You clean it up with a duster, it's to get the dust out of the case.

You don't need to clean very often, like once a year is enough. I recently cleaned my after 10 months because I bought new fans so like wth why not clean it as well. Took out all the fans and CPU heatsink, clean them separately, the clean the rest, put fans and heatsink back on.

hairdryers move electric static into the air possibly to short circuit a motherboard. WOuld never recommend it.
