The cooler is sufficient, it will keep your CPU from overheating. If you get annoyed because it is sometimes loud you could replace it.
55c is quite cold for that CPU. Worry when it gets close to 90c.
So unless you really like the look of the dual fan one and want 1fps more in games you should just get the cheaper single fan one.
As long as you have decent case airflow, it should handle the cpu just fine. At most, the noise of this noisy fan might get to you, but that is about it.
50c is well within normal operational temperature. Max temp for your CPU is 100c. Thermal throttling will happen around 5c before that. So, you really only need to start worrying about 90c.

I have a 1050 ti myself, so I say go for it OP. But then again, Black Friday is coming up, so waiting for a few weeks could yield some better deals. But in the end, it's up to you.
