Streaming puts a lot of load on your system, since it's having to perform two complex tasks at once. Given your CPU only has four cores and four threads, it's not very good at multi-tasking. And being a 7400 it's also relatively low powered, which makes the situation worse.
I recommend upgrading to a CPU with a lot more cores. AMD's Ryzen family and Intel's i7 family would be your best options, both offer serious performance with much better multi-tasking. But do note that both will also be expensive upgrades, as you'll need to buy from the very top of the model catalogue.
Also update your Windows.
But I say don't bother. Your CPU is new and will be solid for a few more years.
So like mentioned the 7700 is the best bet.
Your big mistake was buying before you knew what you wanted to do with it so don't try to band-aid it.
You should have started with a Ryzen 1600/1700.
Just sell it, intel and amd have moved away from mainstream 4 core processors, ya ya i7 7700k is good for straight gaming but you want to stream.
Ps, GTX 1050ti is bare bones entry these days so you might want to re-think that if you start over.
Pss, or just don't stream, sell off the gtx1050ti invest in GTX1070, problem solved.

If you do go for the i7 go for the 7700K ^ with higher clocks than the vanilla i7 7700 non K.
