Does using VPN can cause BSOD on my PC?
I heard like my friend used VPN on his laptop, and he get a constant BSOD (Driver power state failure)

Highly unlikely.

Tell him to nuke it and reinstall Windows that should fix his issue.

The cause is in the error message. I don't see why it's necessary to nuke a Windows install for something that can be easily remedied with a few updates.

Update the driver for your ethernet card. What is happening is that when the computer goes to a sleep state (low power) and is told to wake up, it doesn't awaken. This creates a one-way connection.

If the problem persists, go into the power management settings for the ethernet device and set it from budget to high performance . This is the band-aid fix but would work until you find the correct driver. It could be possible that a BIOS update would be necessary.

Could it be the wifi card is damaged/incompatible with the PC? Can this be the problem too?

why do you need to install a program to use VPN??? VPN itself doesnt cause BSoD nor need you to install special programs nor drievrs for it. Windows can do this by default.

No, look up the BSOD code, It's not rocket science

BlueScreenView to see any errors that occurred leading up to the BSOD, to learn why your computer crashed. Also see Microsoft's support page on reading memory dump files.
