Phones/Tablets should not have any issues with that, no. At worst, you just might not get the best / fullest volume output on some Headsets.

A DAC is not required, that's for something else.
Your "problem" is the 80 ohm impedance, which may not work with either device, so you end up requiring a (portable) amp to drive these headphones.

There's also 32 and 16 (limited edition black) versions of the 770s on the market - those will run just fine.
Most devices, Ohm is never an issue when within a range of approx 20 - 100
That might be a bit different in the US, at least in europe you got output limitations on mobile devices. Even though the 80 Ohm 770s are quite sensitive, they can be reaaaally silent with some <whatever> smartphone.
Phones are quiet anyways, no matter the headphone; none of them output well.

US vs EU makes no difference, it's the same for everyone.

Depends on the headphones you want to drive. 16 Ohm 770s can get quite loud. Other models of course as well, but it really depends on the smartphone.
Quality is another question of course.

We all use the same stuff, made from the same places. They're not different regionally when it comes to the basics of electronics and how all that works.

Overall, there is no one headset that fits all.

Anyways, enough said. Up to OP to try. 80 Ohm certainly won't be impossible to drive, not too easy either though.

Just get the 16 Ohm version, you won't notice a difference in sound quality but you will be able to drive them without any issues, most onboard and mobiles etc can power upto about 50 Ohms without any issues.
